OCLA's HistoryOkaloosa County Legal Aid, Inc. (OCLA), was established in 1974 by the local bar association to provide civil legal assistance to the indigent of the county. Because there were no funds available, the CETA program was used to hire a secretary and train her as a paralegal. The County provided office space and telephones, while members of the bar association staffed the program. The original office locations were Ft. Walton Beach and Crestview. Any case accepted through Legal Aid was handled in the "duty" attorney's private office. The duty attorney charged no fees for services. Either the paralegal or the duty attorney handled cases immediately that would take only one day to resolve. The program handled a wide variety of civil matters at this time. In the Fall of 1981, the County (who had taken over funding for the program) could no longer fund the paralegal's salary, so that person was laid off in early 1982. In 1983, OCLA applied for--and received--it's first grant from the Florida Bar Foundation. You may contact the OCLA office by phone or in person to be screened for eligibility at (850) 651-7254.

Qualifying is based on federal financial eligibility standards that are based on a combination of gross income and number of people in the household, among other factors.
